Someone mentioned this a while back, always a good idea to keep number plates hidden when you post images to forums etc (unless you like hassle from petrol stations and Congestion Charge enforcement..) and also there's occasions where a little touch-up can make a picture much nicer.
First things first, you'll need an image editor. You can either acquire the full version of Photoshop or Photoshop CS through various means or just use the free alternative GIMP:
http://gimp-win.sourceforge.net/This guide uses GIMP (because it's free and still does everything you're ever likely to need) but all of the functions crossover to other image programs, so if you're a naughty pirate or a rich fecker you should still be able to use this guide.

Sometimes bright white doesn't work, so I'll show you how to get a nice subtle effect like this too:
